AAIP - Alberta Opportunity Stream

Nadia arrived in Alberta two years ago, hoping to build a stable life. She worked long shifts as a hotel supervisor while studying English in the evenings. When her employer offered her a full-time job, she wondered if she could qualify for permanent residence. Her story reflects the journey of many skilled workers in Alberta who may be eligible through the Alberta Opportunity Stream.

Understanding the Alberta Opportunity Stream

The Alberta Opportunity Stream (AOS) is part of the Alberta Advantage Immigration Program (AAIP). It offers a permanent residence pathway to temporary foreign workers working in Alberta. However, applicants must meet strict eligibility criteria in several key areas.

Valid Status and Eligible Work Permits

Applicants must live and work in Alberta and have valid temporary resident status. Eligible work permits include:

Applicants with maintained status or restoration status are not eligible. Neither refugee claimants nor individuals working outside Alberta.

Eligible and Ineligible Occupations

Applicants must work in an eligible occupation during the application and assessment. Most occupations under the NOC 2021 TEER categories 0 to 5 qualify. However, some occupations are explicitly ineligible:

  • Legislators and judges
  • Teachers in elementary or secondary schools
  • Real estate agents
  • Taxi and limousine drivers
  • Musicians, artists, and performers
  • Home support workers and uncertified early childhood educators

Use the official NOC tool to verify whether your occupation qualifies.

Education Requirements

Applicants must have completed at least the equivalent of a Canadian high school. An Educational Credential Assessment (ECA) is required if your education was obtained outside Canada.

You are exempt from submitting an ECA if you:

  • Hold a Canadian credential from a recognized institution
  • Possess a valid Alberta Qualification Certificate or trade certificate

PGWP holders must:

  • Graduate from an Alberta Advanced Education-approved institution
  • Hold a minister-approved credential, such as:
    • Post-diploma or post-baccalaureate certificate (minimum one year)
    • Two-year diploma
    • Undergraduate or graduate degree

Certificates issued for non-credit or continuing education programs are not accepted.

Language Requirements

Applicants must meet minimum language proficiency based on their job’s TEER category. Acceptable tests include IELTS, CELPIP, TEF, and TCF. Test results must be valid and less than two years old.

TEER CategoryMinimum CLB (English)Minimum NCLC (French)
0 to 35 per skill5 per skill
4 to 54 per skill4 per skill

Applicants under NOC 33102 (nurse aides, orderlies, and patient service associates) must meet CLB or NCLC 7.

Work Experience Requirements

Applicants must work in the same occupation listed in their job offer. The required work experience includes:

  • 12 months full-time in Alberta in the last 18 months, or
  • 24 months full-time in the previous 30 months in Canada or abroad

PGWP holders need six months of full-time experience in Alberta. All work experience must:

  • Be full-time (at least 30 hours per week)
  • Be in the same occupation as your current job
  • Be authorized by IRCC
  • Not include co-op or internship placements, unless:
    • You are a PGWP holder
    • The co-op was paid, full-time, and completed in Alberta

Some occupations require a licence or certification. For example:

  • Alberta trade certificates (for compulsory trades)
  • Level 2 or 3 Early Childhood Educator certification

Job Offer Requirements

Applicants must have a full-time, non-seasonal job offer or contract from an Alberta employer. The job must:

  • Be located in AlbertaMatch your current occupation
  • Be on-site (not remote or home-based)
  • Be in a business zone for commercial or industrial use

You are ineligible if your job is:

  • Part-time, casual, or seasonal
  • With a temp agency
  • Held as an independent contractor or business owner
  • Performed remotely or in a non-commercial zone

Expression of Interest Process

As of September 30, 2024, you must submit a Worker Expression of Interest (EOI) to enter the AOS pool. There is no fee for this step. You must:

  • Declare personal, occupational, and employer information
  • Receive a points-based score
  • Wait for selection through AAIP’s ongoing draws

Not all applicants will be invited to apply. Invitations depend on score rankings and labour market needs.

Application Submission Steps

If selected, you will receive an invitation by email. You have 15 days to start your application and 30 days to complete it. A non-refundable fee of $1,500 applies.

You must:

  • Submit all required documents
  • Prove that both you and your employer meet the eligibility criteria

Incorrect information or missing requirements will lead to refusal. You may only have one active application at a time.

After You Apply

If approved, you will receive a provincial nomination. This allows you to apply for permanent residence through IRCC.

If refused, you may request reconsideration within 30 days. You must:

  • Demonstrate an error in the program’s assessment
  • Pay a $250 service fee

New evidence or requests for exemptions are not accepted during reconsideration.
