Factors to consider before immigrating to Canada in 2023
Immigration is an important part of Canada’s plan to keep the economy growing. If it weren’t for immigrants, many employers would have trouble finding enough qualified workers to fill available jobs. This is because immigration accounts for almost 100% of Canada’s labour force growth.
One of the reasons why Canada has so many job vacancies is because more people are retiring than young Canadians are entering the job market. In addition, Canadians are living longer and having fewer children. This also translates into fewer workers paying taxes to support social services. That’s why Canada has an immigration plan.
Every year, Canada sets targets for the number of immigrants they allow into the country for each immigration category. In 2022, the target was 431,645 immigrants. Moreover, the Immigration Levels Plan for 2023-2025 includes the following:
- 465,000 new permanent residents in 2023,
- 485,000 in 2024, and
- 500,000 in 2025.

How does Canada select immigrants?
The majority of immigrants who come to Canada are selected for their ability to contribute to the economy of the country. Canada also selects immigrants for their humanitarian needs and to reunite families. In addition, provinces and territories select a growing number of immigrants in the economic category, as well.
It is important to emphasize that the majority of immigrants are admitted under the economic category. In 2021, more than half (56.3%) of recent immigrants living in Canada were admitted under the economic category. Of these immigrants, just over one-third (34.5%) were selected through skilled worker programs and another one-third (33.6%) through the Provincial Nominee Program.
Similar data was also observed in 2016. According to the 2016 Census, among recent immigrants admitted to Canada between 2011 and 2016:
- approximately 6 in 10 were admitted under the economic category,
- nearly 3 in 10 were admitted under the family class, and
- approximately 1 in 10 were admitted to Canada as refugees.
How does Canada screen immigrants?
Canada welcomes thousands of immigrants and temporary residents. However, these people must not endanger the health, safety, and security of Canadians. Therefore, to protect Canadians, the government screens potential immigrants before they come to Canada. For example, anyone applying to live permanently in Canada must provide:
- a police certificate or criminal record check
- their photo and fingerprints (biometrics)
Moreover, screening makes sure anyone who immigrates to Canada:
- hasn’t committed a serious crime
- doesn’t pose a risk to Canada’s security
- hasn’t violated human or international rights
- is in good health (the medical exam helps to determine this)
- has a valid passport or travel document
How does Canada help immigrants succeed?
Canada has services that help immigrants settle in their communities. The settlement services help immigrants adapt to life in Canada and puts them on the path to becoming Canadian citizens.
There are more than 500 settlement service organizations across Canada. They help all newcomers to:
- learn about life in Canada and their community,
- get language training,
- find work, and
- make connections with established immigrants and Canadians.
Newcomers can find these services on the government’s website. On some occasions, newcomers that are outside Canada can also get pre-arrival services before they move.
