Anita, a Toronto restaurant owner, finally found the perfect baker for her team. She hired an employee who holds a post-graduation work permit. Anita is so pleased with her new hire’s skills and dedication that she wants to help the employee immigrate to Canada permanently through the Ontario Immigrant Nominee Program (OINP). However, she learns that the first step is to create a job offer for her employee using the new Ontario Employer Portal.

What Is The Ontario Employer Portal?

The Ontario Employer Portal is the province’s official online system for managing applications under the Ontario Immigrant Nominee Program (OINP) Employer Job Offer streams. As of July 2, 2025, all job offer approvals must go through this portal. The Ontario Employer Portal lets businesses create job offers, submit applications, and track all steps online. You can use the Ontario Employer Portal to:

  • Register your business for OINP streams.
  • Create and manage job offers for prospective immigrant workers
  • Submit job approval applications
  • Track the progress of all submissions

Getting Started With The Ontario Employer Portal

Before you begin, use an updated browser, such as Google Chrome, Mozilla Firefox, or Microsoft Edge. Visit the OINP e-Filing Portal to start. You must create a My Ontario Account. If you are new, click “Create Account” and select “New Employer.” Returning users sign in with their credentials.

Registering Your Business

Only an authorized signing officer should register your business. You’ll need your Canada Revenue Agency (CRA) number, legal and operating business names, business address, phone number, and email. Double-check your entries, as only OINP staff can modify registration information after it has been submitted.

Completing Your Employer Profile

After registering, update your employer profile. This step includes:

  • Your business’s establishment or incorporation date
  • Legal structure (corporation, partnership, sole proprietorship)
  • Revenue from the last fiscal year (choose a range)
  • Number of Ontario business locations
  • Number of full-time Canadian employees
  • Compliance with employment and safety standards

Always keep this information current. The Ontario Employer Portal uses this profile for future job offers and applications.

Adding Employer Contacts

The signing officer can add other staff members as employer contacts. These contacts help prepare job offers and applications. Each contact receives a PIN and enrolment number to access the Ontario Employer Portal.

Submitting A Job Offer

Employers use the Ontario Employer Portal to create a job offer. Provide these details:

  • Full legal name, email, and job title of the candidate
  • National Occupational Classification (NOC) code for the position
  • Hourly wage or salary (excluding bonuses)
  • Work location address
  • Confirmation that the job is full-time (minimum 30 hours per week) and permanent

Once you submit, you will not be able to edit the job offer. To correct an error, withdraw and start a new offer.

Employee Steps: Registering An Expression Of Interest

After submitting the job offer, the employee receives a Job Offer ID. They must register their expression of interest within 30 days. If not, the job offer expires. If invited to apply, the employer has 14 days to submit the job approval application. The employee has 17 days to finish their part of the process.

Preparing Your Application For Approval

When the employee is invited, you must submit your job approval application within 14 days. You can save your progress and return later, but be sure not to miss the deadline. Most sections auto-fill from your employer profile and job offer. To update key business details, contact the OINP for assistance.

You must confirm:

  • Whether the wage follows a collective agreement
  • Weeks and hours per year for the role
  • Number of full-time Canadian employees at the worksite
  • Whether the employee is already working for you (and their employment details)
  • Main job duties and why the role is urgently needed
  • Any required licences or certifications if the job is regulated
  • For truck or bus drivers, details on required driving hours and certifications
  • Equity held by the employee or family (must be under 10 percent)

If you have a Labour Market Impact Assessment (LMIA), include it. If you do not, explain your local recruitment efforts (not needed for International Student stream applicants).

Uploading Supporting Documents

Scan and upload all relevant documents, including business records, recruitment evidence, and consent forms. Each file must be clear and under 10 MB. Accepted formats include PDF, Word, Excel, images, and text files.

Working With Representatives

You may appoint a regulated immigration consultant or a lawyer to assist you with your immigration matters. However, only signing officers can register the business and submit the final application. Representatives can fill out forms, but cannot edit core fields or upload the final consent form. Always appoint representatives for each job offer, rather than using general employer contacts.

Managing Offers And Tracking Status

The Ontario Employer Portal dashboard allows you to:

  • Create, edit, and withdraw job offers
  • Review the status of each job offer and application
  • Appoint or remove representatives
  • Add or remove employer contacts

You can withdraw an offer at any time. If the employee has already registered their expression of interest, they must do it again after withdrawal. Only one user can edit a draft offer at once. The dashboard tracks every action, allowing you to follow the progress of each application.

Common Issues And Support

Errors can happen. To update core business details, contact OINP support using the web form or by phone. Staff respond to questions Monday to Friday during business hours.

Book A Consultation Today

Navigating the Ontario Employer Portal helps you hire the skilled workers your business needs. However, each situation is unique. Book a consultation for tailored advice and guidance. You’ll mitigate mistakes, save time, and discover the most effective path to success.
